Both of them are right.The first one is a simple sentence and the second one is a compound sentence.

两个都对第一句是简单句,necessary是it 的宾语补足语.第二句是宾语从句,that省略了。如果是过去时就应该是I didn't think it necessary.I didn't think it was necessary.
