你的老师错了，就应该JUDGED，由于后面的主语PERFORMANCE肯定是被评判，不是主动的评判（用JUDGING）

老师说的正确，因为the new rules不可能有主体能力，如果此时不是the new rules而是the professor等有具体行为能力的人的话，用judged 就可以
