我的意见是“Not at all"的确是回答“Thank you"的答案。 其他的回答方式还有："My pleasure" "You're welcome." 如果回答道歉的话：可以说：“It doesn't matter"

我觉得是可以的，因为印象中有说SORRY的时候对方回答“NO，NOT AT ALL”，相反，说谢谢的时候我倒是从来没听过说NOT AT ALL的。
