摘要：本文从交通工具和城市的发展历史出发，总结出目前我国城市交通的首要任务是构筑城市综合交通体系，而其中特别重要的就是选择合理的主导交通工具，也就是，在城市客运交通结构中占有主导地位，与城市发展、居民出行需求相适应的，影响城市规模、形态、空间结构和人口分布的，并代表交通技术发展水平的交通工具，同时研究了交通工具发展对城市形态的影响,分析出主导交通工具的发展规律，提出了主导交通工具的发展周期规律根据客流的变化可以分为四个阶段，即：成型期、成熟期、衰落期和革新期；并以城市综合交通体系的合理构成为基础，明确小汽车交通和轨道交通的关系，通过对小汽车交通与轨道交通各自的特点、现状以及他们的适应范围等性质的对比，分析得出轨道交通将成为适合我国当前城市发展的主导交通工具和未来我国城市交通的有关部门，需要精心组织的几项重点工作，确定了长期的发展方向，最后，从轨道交通与城市发展关系的角度，探讨了轨道交通的适用范围，阐明了轨道交通随着科学技术的发展将成为城市交通发展的重要方面。
