是的,这是turn的一种用法.句型应该是turn out to be +adj/n.意思是"结果是...证明是..."如:what he said turned out to be true.(形容词)或It turned out to be a fine day(名词)上面的俩句话中的to be 都可省去.所以这个句型就变成turn out +adj./n有类似作用的动词除了turn out ,prove外,还有consider be +adj./n和think sth.(to be )adj./n 等.如:I think him (to be )honest或 I think him (to be ) an honest man.翻译过来是认为某事/某人...在你以后的学习中慢慢都会碰到.到时候不要吃惊哦.

是的，turn out to be right 可以省略掉to be类似还有prove to be something 中的to be 也可以省略。
