我认为是A。指代pepole.说完整就是: Do peole in the USA speake the same language as those people do in Britain.我给你纠正一下，是Britain,不是British.British是“英国的”，是形容词；Britain是“英国”，是名词。

people in the USA 与people in Britain是句子成份上的对应关系，所以选择AS PEOPLE.如果用that指代language，那么Britain前面必须用of而不是IN才对。

as后面的指代的肯定是language ，这儿是the same ...that...结构，两者比较的内容应该是一样的，都是language。
