liable to and likely to both express probability 。they mean pretty much the same except that liable to suggests that the probability is based on past experience or habit。"he is liable to lose his temper。" suggests that he has been in the habit of doing so in the past。"he is likely to lose his temper。" suggests that he will probably lose his temper,(when the situation is given),but the probability is not based on how he has reacted in the past。 so ,this distinction is not always adhered to ,and some people use the terms interchangeably。

They are completely different。"be liable to" means"incline to",something/somebody always has tendency to do/to be something。e。g。 They incline to think so。 他们往往这样想。(i am sorry to use chinese, but i think you understand it。)we can say it in other are liable to think so。and "likely to"means "probably"。 something/somebody has chance to do/to be something。e。g。 It will probably rain。=It is likely to rain。天好像要下雨了。i hope my explanation is helpful to you。
